Jan 15, 2025 · The Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program authorized by the American Rescue Plan Act, delivers $350 billion to state, territorial, local, and Tribal governments across the country to support their response to and recovery from the COVID-19 public health emergency.

The Coronavirus Local Fiscal Recovery Fund provides $19.53 billion to support tens of thousands of non-entitlement units of local government, which are local governments typically serving a population under 50,000.

Eligible state, territorial, metropolitan city, county, and Tribal governments may request their allocation of Coronavirus State and Local Fiscal Recovery Funds through the Treasury Submission Portal.

The State and Local Fiscal Recovery Funds provide substantial flexibility for each recipient to meet local needs within several eligible use categories described in the 2022 Final Rule and the 2023 Interim Final Rule.

The American Rescue Plan also creates a variety of new programs to address continuing pandemic-related crises, and fund recovery efforts as the United States begins to emerge from the COVID-19 pandemic. The American Rescue Plan was passed by Congress on March 10, 2021 and signed into law on March 11, 2021.
